Venezuela’s oil giant CITGO is reported to be negotiating new business with a Russian bank, a claim that the Kremlin denies. Russian FM Sergey Lavrov and US State Dept. Mike Pompeo spoke by phone this week, but reports suggest that they were talking past one another. Accounts differ on whether they discussed the Intermediate-range Nuclear Missile (INF) treaty.
